Kumazawa Jiro, a tax-worker, is tricked out of a large sum of money by the swindler Himuro Makoto. With the help of his best friend, a detective, Kumazawa tracks down Himuro and teams up with him and sets out to extract JP¥ 1B in unpaid tax from a large corporation that is hiding tax evasion.

Bad Guys

To combat rising violent crimes, the Police Chief asks Detective Oh Goo Tak to form a team consisting of criminals. He is currently suspended from the police force for using excessive force. He then gathers team members: Park Woong Chul who is a gangster, Lee Jung Moon who is the youngest serial killer with extraordinary intelligence and Jung Tae Soo who is a contract killer. Police Inspector Yoo Mi Young also joins the team and she tries to have these guys work as a team by dealing with them rationally and sometimes emotionally.

Vampire Prosecutor

Min Tae Yeon isn't your typical vampire or your typical prosecutor. Rather than drinking blood from innocent strangers, he opts for blood sold on the black market in the posh bars of Seoul. He also has the uncanny ability to tell where the victim of his cases died, and how they died based on their blood's smell and taste. The only person who knows of his secret ability is Detective Hwang Soon Bum. They end up working together in a new joint department between police and prosecutors solving murder cases. They are joined by rookie prosecutor Yoo Jung In, and intern Cho Dong Man. Together, they solve murder cases, and Tae Yeon must use his "powers" to find leads on seemingly unsolvable cases. The one mystery he can't solve is: who was the vampire/serial killer that changed him seven years ago?

As a reference to Article 38 which pertains to tax payments, this special police unit utilizes the criminals' own tactics of scams and deceit to catch rich tax cheats.
