The Solar Children, a group of dwarves who left the circus, are trying to start a settlement in the Kyrgyzstan wilderness just after the breakup of the Soviet Union, but are harassed by a gang of bikers. With their meager savings, they hire a ragtag group of heroes to drive off the bikers.

The film is based on documentary facts and tells the story of an officer in the Japanese General Staff who received the task under the name of Captain Rybnikov to infiltrate the military circles of St.Petersburg. It was exposed after the famous Tsushima battle of 1904, when Japan destroyed the entire Russian Far Eastern fleet.

An employee of the Berlin Museum of Transport arrives on vacation with his son Peter in St. Petersburg, intending to make a video about the local museum of transport. Here, the heroes learn about the existence of a rare exhibit — an ancient steam locomotive and begin to search for it.
