However, after two police raids disrupted their gambling operations, Sakuragi interrogates a regular customer, Hirata, and uncovers that it was orchestrated by the Koga Family. Sakuragi and Kanamori confront Tatsumi (Takashi Shigematsu) at his office, who had been manipulating Hirata, but Kanamori is shot by a Koga Family member.
