"Key Hunter" was a unique TV show, which started out as a grand scale spy thriller never before seen in Japan. The episodes were individually themed on global crimes and political strife. The initial hardboiled theme later evolved to include intellectual elements involving action, and occasionally with comical elements as well. Tetsuro Tamba starred in the 1967 film You Only Live Twice as Japanese Secret Service agent Tiger Tanaka, an ally of James Bond. This role greatly influenced his image in "Key Hunter".

Blue SWAT is the thirteenth installment in the Metal Hero Series. It ran from January 30, 1994 to January 27, 1995 for a total of 51 episodes and one theatrical film, aired as part of the 1994 Manga Matsuri, which compiled episodes 1 and 2. Blue SWAT devitated from the Metal Hero trend by using a realistic vibe for the series instead of fantastic, over-the-top action by focusing on the martial arts and gunplay aspects of the series. While the mood of the series appealled to the genre's adult fanbase and older viewers, the show wasn't well received by children, which resulted in a change in to a lighter tone midway through the series. The Blue SWAT team later appeared for a special team-up in the final episodes of Juukou B-Fighter.

In 1945, Dr. Ryuichiro Koga designed Metalder as a top-secret weapon for the Japanese Imperial Army for use in the Pacific War, modeling it after his late son, Second Sub-lieutenant Tatsuo Koga. However, the pacifistic Dr. Koga puts him to sleep in the Silver Carcass base and left for America to work for NASA. During the 42 years, Dr. Koga's former colleague Major Muraki became the evil God Neros and sends out his massive armies to kill Dr. Koga, who learned of their organization and returned to Japan to activate Metalder. Koga desperately tries to activate his android creation, who he named Ryusei Tsurugi, but the android is unable to understand what to do. In order to give Ryusei a "purpose", Koga runs out of the Silver Carcass base, allowing Neros' troops to kill him. Suddenly seeing his creator die, Ryusei becomes shocked and fueled with rage, evoking the conversion to his 'true' form, the android known as Metalder.
