This fact-based prison drama tells the tale of a band of prisoners living in the innovative 2,600-acre prison at Chino, California. The place takes a humanistic approach to reform and there are no armed guards, no lockups and no uniforms. The underlying philosophy is that if these things are not there, the prisoners will not want to escape, and will instead accept their punishment. A newspaper publisher's daughter suffers from neglect by her parents. She and her friends turn to crime by dressing up like men, holding up gas stations, raping young men at gunpoint, and having makeout parties when her parents are away. In post-apocalyptic New York, three tribes of survivors (the Norms, the Mutates and the Upriver People) vie for the right to exist. When the treacherous Upriver People attack the Norms, kill their chief and take their people captive, two Norm refugee men must find a way to ally with the Mutates, who have previously kidnapped Norm women in an effort to reproduce healthy children, to rout the Uprivers, who also seek to kill off the Mutates.
