In this classic German thriller, Hans Beckert, a serial killer who preys on children, becomes the focus of a massive Berlin police manhunt. Diederich Heßling is scared of everything and everyone. But as he grows up, he comes to realize that he has to offer his services to the powers-that-be if he wants to wield power himself. His life motto now runs: bow to those at the top and tread on those below. In this way, he always succeeds: as a student in a duel-fighting student fraternity and as a businessman in a paper factory. He cajoles the obese district administrative president Von Wulkow and wins his favor. He slanders his financial rivals and hatches a plot with the social democrats in the town council. On his honeymoon with his rich wife Guste, he finally finds a chance to do his beloved Kaiser a favor. And when a memorial to the Kaiser is unveiled in the town where Diederich lives and works, he delivers the address. He stands behind the lectern in the pouring rain, saluting his Kaiser. The crowd is dispersed. Everything is laid in ruins...

The film is an adaptation of the 1891 operetta Der Vogelhändler by composer Carl Zeller, with libretto by Moritz West and Ludwig Held, though it incorporates few of the original songs, using them mostly instrumentally or in the background. The plot follows Adam, a Tyrolean bird seller in 18th-century Rhineland, who hopes to marry his beloved Christl, a postmaster's daughter; to secure his future, she arranges for him to perform at court, but complications arise when she is mistakenly suspected of an affair with a philandering prince.

When Bartos, the director of the Odeon variety theater, cancels an artist at short notice, he hires the Terrys out of necessity, whose parents were successful variety artists, but who had not yet received an engagement themselves. Both are supported by Tobs, a friend of their parents. While blonde Mara Terry arrives punctually for the first rehearsal, her dark-haired sister Kora is late like a diva and acts aloof and snippy. At their first performance together the next day, Kora is overtired from partying the night before. During a dangerous act in which she has to balance her upside-down sister on her head, she becomes careless...

A crime syndicate targets the wife of a chemist to gain access to her husband's research.

Counterfeit money is discovered near the Bodensee. The investigators for the "Reichszentrale für Falschmünzerei" get wind of it and open up an investigation. When the band of counterfeiters try to recruit a young graphic artist into their ranks, he quickly rats on them to the police. The investigation soon leads to Switzerland, where the nest of criminals is stormed with the help of the Swiss police.

For many years, old Mr. Brugg has been employed at the jewelry store owned by the elegant Mrs. Hellmers. His son Peter has also been working there for some time as a salesman and hopes for a promotion. When Mr. Brugg is knocked unconscious during a robbery, Mrs. Hellmers sends him into well-deserved retirement. Peter then takes over his father's position as manager, which forces him to break off contact with the young employee Charlotte – he wants to find a more suitable bride. He seems to have found her in Brigitte, Mrs. Hellmers' niece, but she doesn't want much to do with him.
