Near the end of World War II, General Dietrich von Choltitz receives orders to burn down Paris if it becomes clear the Allies are going to invade, or if he's unable to maintain control of the city. After much contemplation, Choltitz ignores orders, enraging the Germans and giving hope to various resistance factions that the city will be liberated. Choltitz, alongside Swedish diplomat Raoul Nordling, helps a leader organise his forces.

In the south of France, the body of a 22-year-old American tourist, Candice Strasberg, is discovered in the middle of the scrubland. Two days of rain prior to the discovery of the body made it difficult to collect evidence at the scene, as the rain had washed away the footprints. Using the victim’s diary, the police are attempting to piece together her movements. The investigation is entrusted to Gaston Delarue, the public prosecutor of Tarascon; Gérard Souffries, the investigating judge; Commissioner Bonetti of the Marseille police; and Divisional Commissioner Bretonnet of the Paris police. Among the six suspects is Bernard Vauquier, the son of the President of the Senate. The investigation proves to be as complicated as it is sensitive. But who murdered or killed Candice Strasberg? Michel Ferréol reluctantly meets up with an old school friend, Antoine Fiesco. Michel didn’t like Antoine much when they were at school and tries to get away by making an excuse. He changes his mind when Antoine introduces him to his wife, a beautiful brunette named Christine.

The young and charming Mandoline, accountant of the advertising agency Publi-Pub, has stolen documents proving that the company kept double accounts. Remorseful when she wanted to pass this evidence to a tax inspector, she decides to put the documents back in the agency's safe, but does not really know how to go about it. Her friend Marie-Charlotte, a transvestite, helps him find a young safe-drilling man in his condition, who will help him open the safe - but of course, the matter is not so simple.
