As the film progresses, fantasy and reality intermingle in a tale that draws heavily on influences from Poe and Stoker's Dracula. The film's strongly Expressionistic direction skillfully combines a variety of media (animation, computer-generated imagery, grainy black-and-white fast film stock, color negatives) for artistic effect.

In a near future where allergies have become an epidemic, music producer Haru half-heartedly dates post office clerk and mail thief Michi. He searches for violent ways to reactivate his life, she dreams of escaping abroad; both volunteer to test a new drug which may provide a cure.

When Keiji Takama returns to Nagasaki, he finds many changes. The rights of the entertainment field that had been held by his family have been taken over by the Matsui Group, a new gangster setup. So he becomes head of the Takama Group to regain lost territory. With the cooperation of all the Bosses from Tokyo to Nagasaki, who had known his father, Keiji recovers the rights to put on shows at the City Hall. As he had feared, however, Matsui begins to interfere with his plans. Keiji's men are furious, but he knows better than to take up the cudgels with Matsui at this important time. Whatever Matsui does, Keiji goes one better. Frustrated and bitter, Matsui calls in the help of Koiwa, a killer. Now, having tried his best to oust Keiji but finding that he is made of sterner stuff than he had counted on, he decides to have Koiwa do away with him for good.

Meet Taiga Makoto, a young man with a scar between his eyes who has had a rough life, but has emerged as a rough, tough bully - a thug and a brawler and about as rude as they come - all of which he blames on the incident that gave him his scar. When Ai and Makoto run into each other again, Ai feels guilt for what Makoto has become and decides to intervene and rehabilitate him. But is he a diamond in the rough, or just a bully?
