ToQger vs. Kyoryuger will see the twelve rangers from both teams join forces to fight against an evil super giant. They must also save the Galaxy Line, which is falling from space. To make matters worse, the five main ToQgers are turned into children by a Shadow Monster.

The ToQGers stop at a station in Zawame City, where there is no Shadow Line activity. What rises up against the true dinosaurs, and the death of your best friends? Now, the Kyoryugers must try and use the "True Brave".

The film follows the Safari Ressha who run the Galaxy Line, their conductor named Lady, and the Shadow Line member pursuing them.
