The third and final film in Jean-Jacques Rousseau's trilogy L'histoire du cinéma 16 (The History of Cinema 16).

The film tells the story of a kind of depraved Dr. Mabuse who takes advantage of his status as a healer to kidnap women who come to consult him in the hope of being cured of various so-called female ailments.

The owner of a café frequented by down-and-outs refuses to comply with the anti-smoking law (in Belgium, smoking has been banned in enclosed public places since July 1, 2011). On that day, a customer, Tony Belzébuth, fails to pay his bill. Olga refuses to serve him another beer until he has paid. Together, they form the four horsemen of the Apocalypse. At the crowing of the rooster, one of them sets off to deliver the child. This is the beginning of Operation Attila.

Traumatized during his childhood by the arbitrary amputation of his uncle's leg, a smoker spreads terror throughout the Charleroi region. Under the orders of a manipulative tour guide, he hunts down a group of clumsy tourists. He takes a few body parts with him to satisfy his mistress (arms, fingers, legs, etc.). A completely naked man rides a motorcycle through the city. He arrives on a bumpy path at the edge of a wood. There he sees a scarecrow. From the filmed imposture of Man Bites Dog to Jan Bucquoy’s fabulist biopic, everything participates in the dynamiting of institutional language through simulacrum and absurdity. This free journey in the “cine-belgitude” has for vocation to approach these marvellous eccentrics followers of a overexcited and stripping situationism.
