Hell – A place where beings that have committed mortal sins during their lifetime are sent. It is a realm where even Soul Reapers are forbidden to interfere. A film adaptation of the Last Nanto General story arc from the manga, depicting the final battle between Kenshiro and Raoh that led to Kenshiro becoming the successor of Hokuto Shinken. Some events from the manga / anime have been excluded from the story (such as Raoh's fight with Juza) whereas others have been altered or expanded. New content featuring the final battle from Raoh's perspective have been added. This film serves as the follow-up to the first film in the series, which introduced Raoh and Reina's relationship, this time bringing it to a conclusion.

A new evil organization known as Space Shocker, which are led by the magic-using Space Ikadevil and Space Spider Man, threatens the Earth by causing an unknown phenomenon. The Space Sheriffs Gavan type-G and Sharivan are sent to execute all magic-users on Earth in response to the threat and begins to attack Kamen Riders Wizard and Beast. The Space Crime Syndicate Madou, who were once defeated by the original Sharivan return, to cause even more havoc in the world. During this, Yoko finds a mysterious little robot called Psycholon, which Space Shocker and the Madou are after for unknown reasons.

After being remodeled into a cyborg, Takeshi escapes and swears to protect the world from the inhuman monsters.

Nadeshiko, a high school student who had moved from Shizuoka to Yamanashi, decides to see the famous, 1000 yen-bill-featured Mount Fuji. Even though she manages to bike all the way to Motosu, she's forced to turn back because of worsening weather. Unable to set her eyes on her goal, she faints partway to her destination. When she wakes up, it's night, in a place she's never been before, with no way of knowing how to get home. Nadeshiko is saved when she encounters Rin, a girl who is out camping by herself. This outdoorsy girls story begins with this first encounter between Nadeshiko and Rin.

Tomoya Okazaki is a third year high school student resentful of his life. His mother passed away from a car accident when he was younger, causing his father to resort to alcohol and cigarettes. This results in fights between the two until Tomoya's shoulder is injured in a fight. Since then, Tomoya has had distant relationships with his father, causing him to become a delinquent over time. While on a walk to school, he meets a strange girl named Nagisa Furukawa who is a year older, but is repeating due to illness. Due to this, she is often alone as most of her friends have moved on. The two begin hanging out and slowly, as time goes by, Tomoya finds his life shifting in a new direction.
