A paroled convict's efforts to improve conditions at a boys' reform school alarm the school's corrupt warden, who has been embezzling funds from the institution. The Prince and the Pauper

Soon after, the old king dies and the prince will inherit the throne.

Mr. Wong finds two captains with the intial J in the case, neither being quite what he seems; there's fog on the waterfront and someone still has that poison-dart gun...
