The film consists of three independent parts: "Workmate", "Déjà vu" and "Operation Y". The plot follows the adventures of Shurik, the naive and nerdy Soviet student who often gets into ludicrous situations but always finds a way out very neatly.

Soviet intelligence spouses — Lyudmila ("Lyre") and Fyodor ("Starling") Grekov at the beginning of the Great Patriotic War are tasked with settling in Germany. Personnel intelligence officers with vast experience are successfully introduced into German society and begin to work actively. The film takes place in Europe in the 19th century. The film shows the popular uprisings that took place there, as well as the search for truth and the confrontation of Karl Marx and opponents of the revolution.

Directed by various artists, including Leonid Gaidai who presented his famous trio of Nikulin, Vitsin and Morgunov into the cast. It was called in USSR as "the anecdotes from the Soviet government".
