A strange meteor lands in Japan and unleashes hundreds of insect-like "Legion" creatures bent on colonizing the Earth. When the military fails to control the situation, Gamera shows up to deal with the ever-evolving space adversary. A young student believes that the spirit of an alien from another planet has gone back in time, taking over his body to infiltrate and study humanity in order to find the reasons why our civilization is doomed to future destruction. He replicates the spirit of another alien in a girl that he meets, and together they use their video cameras to document modern urban Japanese society.

Keiko, a young, newly hired weather woman, is eager to give her channel's flagging ratings a boost. She decides a panty shot might do the trick, so during her forecast she lifts her skirt, thereby capturing the attention and the hearts of viewers. Keiko's stunt creates such a stir of excitement over the weather report that viewers begin religiously turning in to see what she'll do next. However, this showboating routine earns the ire of Kaori, the beautiful and ambitious daughter of JTV's chairman. Jealous of her success and aching to take over the weather report, Kaori is willing to do just about anything to get what she wants.

After wiping out the Kamome Church, Himuro (Yasukaze Motomiya) and Tamura (Yoshiyuki Yamaguchi) put the matter to rest. Himuro returns briefly to Kobe with Joji (Takashi Kitadai), reflecting on how Kobe has become home and on their violent past in Yokohama. Meanwhile in Kobe, a delinquent group led by Isamu (Hidemi Higa) and Nobumitsu (Takuya Negishi), reminiscent of the younger Himuro and Tamura, causes trouble in Masaki-gumi territory. Following Kawatani’s (Hitoshi Ozawa) orders, Joji visits Masaki-gumi with Ishizawa (Hiroto Honda) and Yamamura (Kenta Kawasaki), but is delayed by Masaki’s (Yoshiaki Umegaki) old-fashioned lecturing. Soon after, a Masaki-gumi member reports being robbed by Isamu’s group. Although Joji offers to help, he is turned away. Not long after, Isamu and his crew appear at the Masaki-gumi gambling den, threatening to ignite a new conflict.

Ex-swimmer Kōhei, facing divorce, meets aspiring animator Yūtaka in Tokyo’s gay district. Their fiery attraction deepens amid emotional highs and lows.
