Kazuya Konaka is a long-time Japanese action director, screenwriter, and producer best known for his work in the Ultraman franchise with Ultraman Dyna and Ultraman Nexus. He is also the brother of writer Chiaki J. Konaka (Ultraman Gaia, Digimon Tamers).

In the beginning of the movie, 20 years ago, on the moon, the 4 Ultra brothers, Ultraman, Seven, Jack, and Ace were fighting a deadly foe known as Yapool, a monster that was several times their size. As they fought, Yapool had a clear advantage and used his several claws to grasp the brothers, although, they managed to clear from the claws through there powers and used a combined Specium Ray to no avail. The monster then flies off to Earth to dodge the attack and the brothers follow. The brothers were barely able to defeat Yapool but the monster still needed to be sealed. However, to seal Yapool away they were forced to give up the ability to transform, and took up jobs to be in the area of Kobe in case the monster ever returned.

Computer engineer Takashi notices that a microchip is protruding from his head. He contacts a notorious hacker for help. Meanwhile, Takashi's world is turning upside down. She talks to those that she comes across including her mother and classmates, but nobody responds to her comments. Juri then sees a horrifying monster, which she never saw prior to her suicide. She calls the scary monster "Bug Man". When the mind of humans become weak, the Bug Man tempts those to commit suicide. One day, Juri walks along the street as usual. She then meets a girl that is able to see Juri. Juri names the girl Ringo-chan and plays at the park with her. Their happy moments does not last long. When they come back from the park, Juri sees Ringo-chan's mother with a grim face. The Bug Man is standing behind her mother.
