After six years away, D.A. Kuryu Kohei (Kimura Takuya) returns to his former Josai branch of the Tokyo District Public Prosecutors Office, just in time for a brewing storm. Physicist Manabu Yukawa returns to Japan from America. Detective Kaoru Utsumi visits him and talks about a case. The case is about a popular girl in a town who disappeared and, several years later, her body was found. A suspect was arrested for her murder. That suspect was previously arrested for another girl's murder, but he was released due to a lack of evidence. Detective Shunpei Kusanagi investigated the prior murder case. The same suspect was then released due to a lack of evidence for the most recent murder case. The released man returned to his town, where everybody hated him. On the day of the autumn festival parade, the man was killed. Physicist Manabu Yukawa, Detective Kaoru Utsumi and Detective Shunpei Kusanagi work together on his case.

While a menacing typhoon approaches, an accident at the giant natural gas plant Regalia occurs. Japan Coast Guard rescue divers Daisuke Senzaki (Hideaki Ito), Tetsuya Yoshioka (Ryuta Sato) and engineer Hiroshiichirou Sakuragi (Masaya Kato) head together to the gas plant. During their rescue efforts an explosion occurs that traps Daisuke, Natsu Nishizawa Kazue Fukiishi and worker Hisayoneo Kizima (Gaku Hamada). Daisuke then looks for a way out for his party with a man he just meets Takuya Hotori. Because of the typhoon, even a helicopter cannot approach the Regalia. Meanwhile, at the head office of the Japan Coast Guard, the Japanese coast guard tries to find a way to rescue the trapped people, but the government officials put national interests first. Tension arises between these two parties. Daisuke's wife Tamakisai Senzaki (Ai Kato) prays for the safe return of Daisuke not only for her sake, but for their new born son.

Three apparently unrelated suicides occur on the same day in Tokyo. One involves a young athlete, one a groom at his wedding reception, and the third an elderly man celebrating his wife's birthday. The movie "Umizaru" is the story of 14 young Japan Coast Guard officers who take part in a grueling training to become rescue divers. They must endure and survive a 50-day training. Daisuke Senzaki (Hideaki Ito) and 13 other recruits take part in the training. With his love for the ocean and dream to work as a rescuer at sea, a rescue diver seemed like the perfect occupation for Daisuke.

A group of terrorists has taken hold of the largest dam in Japan. They also capture the workers as hostages, and demanded $5 billion yen from the government with a 24 hour deadline in exchange for the lives of the hostages. To make things more complicated, there was a snowstorm and no one can get in or out near the area. Fortunately, the terrorists did not capture Togashi, the dam controller, and he is the only person who can rescue those hostages from the terrorists...

The special is set 3 years prior to the drama series, with the story being related to a murder case that was partly referenced in the original show. Detective Kusanagi is looking to solve a murder mystery, and he gets back in touch with his former badminton teammate, the brilliant professor Yukawa Manabu.

The story centers on the life of 19th-century Japanese historical figures Iwasaki Yatarō and Sakamoto Ryōma. It has been announced that the series will be aired in several other countries, for example Hong Kong, South Korea, Taiwan and Thailand.
