The adaptation of the eponymous play by Carl Zuckmayer tells the story of renegade general Harras of the German Luftwaffe, who during WWII openly criticizes the Nazi regime. As a consequence, he is put under surveillance, and even imprisoned for a brief period of time. Still remaining outspoken, Harras realizes the horrific dimensions of this hopeless and injust war waged by Germany.

The harmless Berlin taxi driver Herbert Boeckmann has a bad day: Three mysterious gentlemen put the corpse of Boris Stravinsky, a Russian economist, into the car. Unsuspecting Herbert brings the "passenger" to East Berlin. There Boeckmann falls into the clutches of the KGB, who considers him a top agent of the CIA. As Herbert eventually returns to the western part of the city, the CIA waiting for him to be the taxi driver again suspected of being a top agent of the KGB. To prove his innocence, Herbert must find the real killer of Stravinsky. Herbert is given mysterious vials to which he sniffs in extreme situations, helping them not only to amazing powers and unsuspected abilities. Pepe Notnagel (who inexplicably had his name changed from the first movie's Nietnagel) and his classmates scheme to get around doing any actual school work by cheating or sending their teachers to the sanatorium. A Swiss documentary film maker disguises himself as his brother in law, who got a position as an exchange teacher, to aid his project of making a movie about the current youth.
