In the 1940s, a small Mexican town has seen its last three mayors assassinated in rapid succession. A naive janitor is recruited to become the new mayor, and he believes he will modernize the little town and usher in a reign of peace. But the system corrupts him very quickly, and he takes to abusing his power while associating with an unscrupulous assortment of opportunists, hypocrites and criminals.

As part of the conquest of Mexico by the Spaniards, Rodrigo, a Spanish shipwreck falls in love with Tizcuitl, the young and beautiful Aztec daughter of Nezuhual, king of Tlacopan, powerful under the emperor Moctezuma.

When King Motecuzoma dies in 1468, a drought sets upon the Mexicas' land. The younger Motecuzoma sends a retinue to collect tributes from the peasants and make an offering to Coatlicue at Aztlán, the home of their ancestors. The peasant Ollin finds a discarded tribute and makes his own journey to Aztlán to appease his rulers.
