A returning veteran and karateka from WW2 starts working for the yakuza, looking for a man strong enough to kill him. After becoming a karate champion, he joins an Italian woman who is looking for revenge against the nazis who killed her family.

The film depicts carnivalesque atmosphere summed up by the cry "Ei ja nai ka" ("Why not?") in Japan in 1867 and 1868 in the days leading to the Meiji Restoration. It examines the effects of the political and social upheaval of the time, and culminates in a revelrous march on the Tokyo Imperial Palace, which turns into a massacre. Characteristically, Imamura focuses not on the leaders of the country, but on characters in the lower classes and on the fringes of society.

The Japanese karate master Muhashi spent some time in Hong Kong studying various Shaolin martial arts styles. Soon the narcotics brigade calls in his help to combat a powerful drug and prostitution syndicate.

When a number of biker gangs ranging from small to large started to appear in Yokohama, Hiromi Katayama united them at the risk of his own life. Set in the present, this OAV tells the story of Toshi Ikeda, a young rookie who returns to Yokohama to join Katayama's group. There, he will encounter an old friend and things will turn violent when the yakuza gang Mad Emperor attacks them.
