Tsukasa travels to his home world of the World of Decade, where he discovers the origin of his powers and his true heritage as the leader of Dai-Shocker. The film features all ten of the lead Heisei Kamen Riders, as well as all of the Shōwa period Kamen Riders, leading to a total of 25 Riders.

Hirotoshi Honda, a teacher of a prestigious private girl’s high school, is arrested on suspicion of violating the nuisance prevention ordinance for molestation on a train and sent to prosecutor Sakata. Kaori is an intense kendo fighter who has been training since she was young. His first instruction to the pupils is to return Noguchi’s desk and chair to the original place in the classroom. Every morning Murauchi greets the empty desk, “Good morning, Noguchi.” This causes a ripple beyond the classroom and among other teachers and parents, but Murauchi will not stop doing it. Eventually the day comes when Murauchi must leave.
