The mission is successful, and they return to the station unknowingly bringing back a gooey green substance that mutates into one-eyed tentacled monsters that feed off electricity. While covering a test of guided torpedoes, two reporters believe they see what appears to be a strange-looking swimming creature. They investigate the matter further and discover that there is a race of fish-men living under the sea. The fish-men capture the pair and keep them prisoner in their underwater city.

The superhero Starman is sent by the Emerald Planet to protect Earth from belligerent aliens from the Sapphire Galaxy. The Sapphireans (or "Spherions") kidnap Dr. Yamanaka and force him to use his spaceship against the Earth.
